      Early this year, Congress passed MAP-21 the multiyear national highway bill. The new law reauthorizes the Federal Highway Administration's Recreational Trails Program (RTP) and allocates $85 million in annual funding for the program.

      LAKEWOOD, Colo. - The Colorado Department of Agriculture is currently investigating an anthrax case in Logan County; one deceased cow is confirmed to have been infected with the disease, approximately 50 dead cattle are suspected to have been exposed.

      On August 2, the House passed the Agricultural Disaster Assistance Act of 2012. The bill would provide assistance to livestock producers impacted by the drought conditions affecting much of the country, including horse breeding farms and ranches. The bill must now be approved by the Senate.

      July 13, 2012 – Lexington, KY - Earlier this week, the horse racing industry encountered further criticism when an article by the New York Times (found here: http://www.nytimes.com/2012/07/11/sports/ill-have-another-had-history-of-ailments-records-show.html?_r=3&pagewanted=1&partner=rssnyt&emc=rss) alleged that drastic treatments were being given to Kentucky Derby and Preakness winner I’ll Have Another leading up to this year’s Belmont Stakes. The colt was withdrawn from the Belmont, ending his bid for the Triple Crown, when trainer Doug O’Neill reported he began experiencing tendonitis, or tendon swelling, in his left front leg.

      On June 27, 2011, Senator Mark Kirk (R-IL) introduced the Horse Transportation Safety Act of 2011 (S.1281). The bill would prohibit the interstate transport of any horse in a double-deck truck.

      The Colorado Department of Agriculture’s State Veterinarian’s office has released a number of quarantine and hold orders associated with the recent spread of Equine Herpesvirus (EHV-1) in the state; the disease is considered contained within Colorado and no new cases have been confirmed since May 20, 2011.

      The Government Accountability Office (GAO) has released its eighteen month report entitled "Horse Welfare: Action Needed to Address Unintended Consequences from Cessation of Domestic Slaughter." In 2009, Congress directed GAO to examine horse welfare following the end of domestic slaughter in 2007.

      The CHC Trails Committee is best characterized as coordinating advocacy efforts for pack and saddle stock access on Colorado’s public lands. Recreational riding (mostly trails) makes up over 50% of Colorado’s 1.6 billion dollar horse industry. Close to 40% of land in Colorado is publicly owned and managed. If you look only at the mountains, this number is closer to 65% with some counties as high as 85%.
